This is reportedly custom built by B. Melis of Salt Lake City. The running gear is US Hobbies. If anybody knows anything about this custom builder please comment.

Looks like he passed on 30 years ago in March. Found this obit:
beloved father and grandfather, Bill Melis, 68, of Salt Lake City, passed away Mar. 21, 1993 after a courageous battle with cancer.
He was born November 7, 1924 in Corinthia, Greece to Constantine V. and Ifegenia Stamates Melis. Married Arlene Ellis March 25, 1945; later divorced.He graduated from the University of Utah with a degree in Pharmacology in 1951.
He was a sergeant in the U.S. Air Force, having served as a Remote Control Turret Mechanic Gunner during World War II. He flew in a B-29 Superfortress as a ring gunner. Decorations include WWII Victory Medal, Good Conduct Medal, and American Theatre Ribbon.
He is also a nationally recognized scale model train builder. His U.P. 8500 Turbine took first place in the UPHS Convention on August 14, 1896. One of his "O" gauge Centennial DD40X Diesel models is on display in the Union Pacific Museum in Los Angeles, California.
He is survived by his daughter, Lori, his two grandsons, John and Michael and brother, George Melis, all of Salt Lake City.
He was preceded in death by his parents and brother, Nick Melis.
Graveside services will be held Thursday at 1 p.m. at Mt. Olivet Cemetery, 1342 East 500 So. Friends my call Wednesday from 6-7 p.m. at Neil O'Donnell and Sons Mortuary, 372 East 100 So.
