Does anyone have a bright idea on whether this is a simple fix or whether I need to relegate this unit to powering loads using only the accessories terminals. The horn button seems to click on and off like it is supposed to but the horn voltage (isn't it a DC level?) is on for any loco with a horn feature as the throttle is increased. As I mentioned, the accessory side is fine at the 14 volts I set. Ideas welcome, I hate to lose the functionality of this unit.

Here's the CW-80 schematic, from the looks of things it would either be the switch, the microprocessor, or one of the triacs. If it's the processor, you're probably out of luck the other stuff could be fixed.
Here's a place you can experiment. 
Wondering, what locomotives is it doing it with? I know several MTH PS-1 equipped locomotives will act like the horn button is pushed with the CW-80. Adding a lighted caboose or passenger coach fixes it. Not sure how you figured it was the transformer, but just suggesting you don't jump right at it for blame.
