Yes, you would need 1 WiFi module for each TIU.

For the initial (free) DCS app, the app can only access engines that are on powered tracks connected to the TIU with which they were last associated.
It is unknown, at the present time, how the future (paid-for) DCS app will access engines, accessories, switch tracks, and other data present in a DCS remote.
thank you sir... I guess it's sit tight for now... MTH says the module will ship in Oct... do you suppose that will include the payed for APP? and therefore answers to remote question?
The module will ship at the same time as does the free app. The paid-for app, I expect, will not be available any earlier than December, and quite possibly later..

I know that, unfortunately, a WiFi module will be needed for every TIU. If I am running multiple TIU's in Super TIU mode, will the free app still have the restriction on only being able to access engines on powered tracks connected to the TIU with which they were last associated?
If the restriction exists even in Super TIU mode, I don't see how any clubs or individuals with large layouts will have any interest in DCS WiFi with the free app. If the paid-for app doesn't eliminate this restriction, I don't see much success for DCS WiFi
I am pretty disappointed in the fact that I will need a wifi module for every TIU on the layout, I think MTH should have found a more economical way to set up the system maybe with some sort of cable but I have no idea what the requirements are when designing such a system so im really just griping without know what im talking about. Ill try it out on my little carpet testing layout first and if i like it i will implement it on the big layout but it will have to be pretty impressive for me to like it $800 worth

My understanding is that the free app will not support Super TIU mode, although the paid-for app will.
Therefore, it would appear that, if the engine is on, or moves onto, a track controlled by a TIU with with which it isn't associated, you would lose control of the engine until it once again returned to its associated TIU's tracks.
However, keep in mind that no one outside of MTH has yet had access to the DVS app in a beta test. Once the app is in beta test, there should be more information available.
Access to this requires an OGR Forum Supporting Membership
