Since you're looking for the 'modern' style guardrails, here's what I'd do...

 

Get some styrene corrugated sheet stock.  JTT Products (the scenery division of MRC) makes 5 sizes, the first two of which are suitable for roofing for HO and O scales respectively.  The O scale corrugations would be too closely spaced ror a guardrail. However, the next three sizes might work well...

I don't have specific corrugation spacing for these larger scale sheets.  But they're all available at any LHS that is served by Horizon Hobby Distributors, and others.

2 sheets of any size are less than $10.

 

So, then what I'd do for the guardrail is simply cut strips of pairs of corrugations of the appropriate size lengthwise.  There's your guardrail!!

 

The posts are I beam stock...available from several sources at the LHS.

 

Those curly pieces at the ends?  Heck, I'd cut a strip of plain paper a little wider than the guardrails.  Then I'd curl one end of the paper around a small rod to give that end configuration, and then shape/glue the other paper end to the guardrail.

 

Paint the whole shebang a gray/silver/rusty color....shinier if new suits you...and await the compliments!

 

But, that's just a suggestion...in the absence of a commercial kit.

6-22370 comes up dry on the Lionel Product Locator.  I haven't seen anything that resembles the curved section.
