Is this a good deal or is it more than would be needed. Would just getting the 4000 model for about the same price be as good and meet most needs for trains and others things ?

The 4000 is their most robust rotary tool. The 300 is a much smaller unit. I smoked my XPR-400 and Dremel sent me the 4000 as a replacement. It's much beefier and seems to have considerably more power. The 300 is smaller than the XPR-400.
A valuable feature of the 4000 is that it has electronic feedback in the speed control mechanism. This means that the selected speed is maintained even under load. It's nice.
Would you all recommend getting this special sale combo or the 4000 by itself ?
Well, that depends on if you think you'd use them? I just bought a pretty large kit with the XPR-400 when I got mine, I didn't see the need for the other tools at the time.
The Amazon price is pretty good for the three tools.
I can see where all three of those tools would be useful in modeling. The Trio would be great for cutting curved track structures....... the saw thingy (technical term) would be great for cutting of things ON the layout in tight spaces where the cut-off wheel of the rotary won't fit...... and of course the rotary tool is priceless! I already have a cheapo version of the rotary Dremel tool with two speeds only so this one will be nice to have also!
