Problem: CW-80 transformer. This trans. came with the Polar Express set when it first came out. I never used it for anything. Recently I tried using it and found 20.5 VAC across any Pos. and Neg. terminal. Rheostadt has no control over anything. Was there a problem with these trans. back when the original P.E.sets were issued?

How did you measure that, and with what instrument?
Hook it up to the set and run it... That CW is 17.9v max output, but without the right instrument and without a load, your readings could really be all over the place due to a high resistance shunt in the CW outputs.
You need some kind of load on the CW-80 in order to get good readings. A light bulb will do.
