Well not if the particular UP 4000 class was empty, since their tenders hold 24,000 or 25,000 gallons, depending on the first or second order.

 

Also, that great looking water tank looks more like it should be in a small town, and NOT "mounted over the track". Filling the tender of just one really big tender would almost empty the tower, and then the railroad would have to wait hours for the water tower to be refilled. Railroad locomotive water supply tanks were generally OVER 50,000 gallons anyway.

Calm down Hot Water, as I said you can put the water tower any where you like.

The base can be used with or without the track.

If you have a classical LIONEL post war layout with limited space, by placing it over a track minimizes the foot print required.
