I use both DAP and LiquidNails for foamboard. Both work well. However, if you read the labels on some of their other versions they will work on foam without eating it away. They are as permanent and you can get.

Whatever you do, don't use water or acrylic based glues.. They will never dry between the pieces of foam. You want a solvent based glue. I use glues for around 3-4 dollars that you can use in a caulking gun.. if you have that much to do..
I used an acrylic based glue once, not knowing, I put the whole mountain together, started to bring it upstairs to the RR and it slide all over the place.. it was like a model RR earth quake! I had to rework everything.. I had scenery down and all! Roads, plaster, trees, ground foam, etc.. It was a wreck. ! i learned from that one!
anyhow, the glue i just used for my new styro-mountian is by ACE "Heavy Duty Construction Adhesive"
Now, to save on the solvent based glue, I did use acrylic glue to glue the styrofoam to the cardboard base. that tires because the cardboard can breathe and the acrylic can dry.. but between two sheets, it will never dry..

I've used low temp hot glue for projects like mountains that can afford to be a little sloppy.
Foam Tac is like a rubber glue. A cold version of hot glue.
I have also used Foam Safe CA glue and accelerator. MUST BE FOAM SAFE. There are several versions.

Excellent! I also use the Woodland Scenics foam cutter.. I used to just cut away with a wall board saw and the foam would go every where.. the heat cutter is slow, yet no cleaning fuss..
Loctite foam and panel adhesive works well, dries strong and doesn't affect the foam. It takes about 24 hours for a complete setup.
