I've got some 3rd Rail P-54 cars that were converted to 2-rail. Along the way they lost the steps that were built as part of the body. I got some cast steps that are close from Scale City Designs and need to fasten then to the brass underbody. J-B Weld or?

I’ve bonded dissimilar metals using JB Weld. Seems to work fine. Just scuff up both surfaces to give them some tooth for the Weld to bite to.
Without seeing your project. Drilling and tapping with very small screws would work if there’s enough metal to hold threads and the screws heads aren’t to noticeable.
I usually use epoxy for dissimilar metal. I'm sure that JB Weld will work just fine because it sounds like a non stress attachment.

Just my opinion but, I always preferred J-B Quick. Possibly another alternative would be Walther's Goo, and when perfectly set, add a drop or 2 of liquid Super Glue (ACC). You will not believe how fast it "sets", and is extremely strong. However, be sure you have the steps EXACTLY where you want them!
I'm a JB-Kwik fan, I use if for a lot of similar repairs.
the suggestions for JB weld or quick work well. as does the Goo (or contact cement) and ACC mix.
if at all possible. drilling and adding a pin from brass rod will add even more strength against breakage.
The steps mount under the sheet metal vestibule flooring so I don't think mechanical fastening would work.
That's for the recommendations on JB Quick. I think that's what I'll try first. The Walther's with a shot of ACC is interesting.
