I recently purchased a Circuitron train detection circuit board, DS4. It states that it should be powered by 8-14volts filtered DC.

If a ZW transformer is used with a rectifier at 14 volts, is that filtered? Is an HO transformer filtered?

No, if you add a bridge rectifier, you also need to add an electrolytic filter capacitor to the output of the rectifier.

The HO transformer may or may not be "filtered", I've seen some that had pretty raw DC coming out.

Note that you need to measure the voltage after adding the cap, because it'll make the DC voltage climb from the plain bridge rectifier.
