Since it appears you're willing to build a new one, did you consider repairing or duplicating the MTH electronics?  As the ebay photo shows, the circuitry to perform this function is fairly modest. In a recent thread one of the guys traced out the circuit from an MTH 3-aspect signal timing circuit which I'd guess is of similar complexity to what you have.  The parts to duplicate it was about $1-2.  If you can post a photo of the board, I'm sure the usual suspects will offer their opinions.

As the ebay listing points out, it is not suitable for common cathode wiring as your signal apparently is.  Plus it operates on low-voltage which might require adding a voltage regulator if you don't have 3-5 VDC handy.  It would probably take a $1-2 of parts to modify this circuit to run off 10-14VAC accessory power (add a voltage regulator) and to drive your LED wiring configuration (add some transistors) but by that time you're probably better off just building (re-building) the circuit.

 

OTOH, I'd think what you're looking for is available off-the-shelf(?).
