I think the best thing is to skim coat the whole surface with thin plaster. It gives a better surface look--depending on what you are trying to model. Lots of folks like Durham's Water Putty. I like it for "old" surfaces, since is very hard and produces convincing cracks. It is best to tint the plaster while mixing. This is foam-core under Durham's:FAKRAgreen 2FAKRAgreen 6
