Good morning,

 

I'm in the middle of rebuilding my entire layout. I'm using a foam board base that has been spray painted, and I plan on laying down blasting sand for my base. I know the usual method is a glue and water mixture, but I'm not sure what a good ratio is. Any help will be appreciated.

You'll see anything from 1:1 to 4:1 water to glue ratios recommended by various people.

 

I like to start out with 1:1. You will be diluting it further when you spray some "wet" water on the material to ensure that the glue saturates completely.
