A railroad club in Long Island NY found my article and built the booster. They were very satisified with the results. BTW the ground plane on my RR is expansive and substantial. The signal booster is much more than a booster. It is an impedance matching device the greatly reduces the standing waves observed with an oscilloscope . The multiple reflecting wave interfere with each other and mess up the timming of the TMSS signal. The "booster" I designed has a specially wound coil on the output that drives the the layout track rails at a much lower impedance than the regular command base.
