I am trying to set up a small diesel fueling and sanding station to service two tracks. I cannot find anything good. Everything that pops up is in HO.

DJ I bet you could scratch build a suitable facility using the components available from http://www.plastruct.com/
I've seen several modelers build some amazing configuration typical of oil or fuel handling facilities using this stuff. They have a hugh catalog of components. Check it out.

Joe Fauty of Model Structures made a diesel fueling structure for me that I like. About $60. I will try to pull up a photo. Okay, it is the upright light tan tower with the Southern Railway herald, standing to the right of the coaling tower Complete with hose and nozzle. He also makes sand towers and some pretty elaborate fueling and storage structures.
