I am trying to repair a Lionel Legacy engine.  here are the symptoms.

 

starts, sound works fine, but the motors barely turn, if you turn the power to full, then the motors creep slowly , no faster.  it moves in both directions the same manner. The switch is in RUN

 

I am an MTH Tech but not familiar with the modern Lionel.. any help would be appreciated

There are several vintages of Legacy with slightly different characteristics.  What model, specifically, is it?

 

Not sure any promises can be made for a long-distance diagnosis but:

  • You have the switch in "RUN" - so you are running it conventionally and it does this, yes?  
  • You say it sounds fine and creeps, so the sound is apparently working and it does move.  When it moves, even slowly, do you get anything other than idle sounds from the tender? - i.e., chuffing, even if a very infrequent chuffing as you would expect at a creep?
  • If you have a way to measure current, what reading do you get at idle and what at full throttle?
