I am in the process of soldering up some home Brew BCR's. To bench test them, how much DC can I input into to them? And the positive lead of the power supply would go to which lead on the battery hookup. Just want to be sure. I have a very small (amp wise) power supply.

Make SURE the DC voltage doesn't exceed the value of the combined supercap array, they don't take over-voltage well.
The positive of the power supply goes to the positive side of the capacitor array.

I have a small ps or could I do a nine volt for just a brief touch? Just want to be sure the caps ramp up before installing in a train.
9V DC is no problem is you used Zener diodes to equalize the charge.
Make sure it is 9 volts filtered DC,not 9 volts pulsed DC. Caps will charge to peak.

I just touched it with a 9 volt battery for 1 second. Keeping in mind the reverse polarity. You can see it ramps up. Thus I think I can claim success. 1 down 7 to go.

Yes I used the Zeners.
You can connect the 9V battery for as long as you like and fully charge it. Then you can connect it and see if it actually provides power.
