Hi GUYZ,

  I have a Lionel 6-18606 NYC 2-6-4 conventional engine.  It ran good for years.  Today started up and went around track, had to give it a lot of power.  Then it just would not go.  Check it out no jams or anything else.  Opened it up and tested the motor for continuity, it was good.  Only thing left would be the electronic e unit.  How do you test this?  Thanks in advance.

First, I'd do an inspection of the board for the obvious - blackened/charred components.  Or even sniff the board for that telltale fried component smell.

Otherwise, confirm you are getting the AC voltage on the board.  Then the DC voltage at the motor should cycle from 0 to DC to 0 to -DC as you press the Direction button on the controller.  I suspect you're getting no voltage at all on the motor.  The board can be replaced for a modest price according to the link.   Are you saying you want to troubleshoot to the component-level to try and replace a 50 cent part (or whatever)?
