I have a proto 3 engine and some proto 2s. I can't seem to get the Proto 3 setup. Need some help please.

What do you mean by not set up? Do you mean that they will not connect to the DCS system?
Yes, I have power to the tracks and when I go to the setup routine I get a message saying "there is no engine to be found".

No, I removed them. I also checked to be sure that it wasn't already setup and it's not.
when you first power up the tiu count how many times the led blinks it usually should blink 1 time , long as your remote is set to address 1 your remote you should be able to use dcs and run engines if not are u sure you have the dcs turned on in the remote ? you have to turn on fixed 2 and 1 if your using both you just need to hit the key in then remote all on! go to menu system/dcs setup/fixed 1/aon which means all on that ill turn the dcs system on.then try to add engine and run ,you can also try recover engine if dcs remote does not let you add engine!

What version of DCS software is on your remote and base?
the most recent dcs software is 6.10 rev!
Sid's Trains did you turn on dcs in the remote you must have fixed 1 or 2 turned on for dcs to work !
try a read button on the remote it should come back and say tiu found! also on power up how many times does the red led blink inside the tiu should blink one time and remote also has to match blinks, set remote address to 1 also the retry!
Do other locomotives work with the DCS? If it's just the PS/3 that doesn't work, time to check if the locomotive is functional. Is it multiple PS/3 locomotives? Have you tried them on a programming track?
Forget about the read command if you're already running DCS PS/2 locomotives on the layout, that's not going to solve your problem.
Make sure the loco has the on board switches set to DCS and 3-rail (assuming you’re running 3-rail)

That's a good tip and also switch them a few times anyways back and forth. I've seen new switches stuck in the wrong position.
Does this engine stay dark and silent when track power is applied?
Does it run in conventional when no DCS signal is present?
If the PS2s work ok, then signals on/off and READ are not relevant. As noted above, make sure the switches on the bottom of the loco or tender are set to 3 rail & DCS. When you press ADD engine---DCS--engine, loco should add.
I have some problems with PS3 locomotives not initially loading. I load them on a separate piece of track NOT connected in anyway to the layout. connect the TIU directly to the piece of track, use only one channel and two wires. so far that as always worked. Once in the handheld it seems to load into the other handholds just fine.
I would like to thank everyone for their advice. I can see imprinted at the bottom of the tender where it say Dcc on one side and DCS on the other side of a square hole where it looks like a slide button should be. But there is no button, just a hole.
The newer RK products DCS/DCC options are hard-wired, they had too many issues with the switch being in the wrong position.
First test the loco in conventional. No dcs signal present. Does it start up after cap charges? Headlight on?
Since this is a steam loco, you need to make sure the draw bar is connected fully, also make sure the wire harness plug out of engine is connected to the drawbar engine side. If it came out, no power to tender board. G
