Looks like a great project for someone to tackle, at least one of the "shunter" locomotives, and would certainly complement any steel mill. .

I've been tinkering with a design for an O Scale shunting locomotive for a few months. The biggest obstacle is finding a suitable donor chassis to fit it on (and then having enough room to jam a command board on top of it). I'm considering building a "On3" style shunter with a HO or S gauge mechanism since the original shunters were narrow gauge and would have to be considerably modified to fit on "standard" track.
I'd love to make a Hulett for my own layout. It would have to be about 24" x 24" to be full scale and there would be many parts too large for practical 3D printing. I'm learning how to use a CNC machine at work right now and I'm hoping to leverage that knowledge to invent a solution. So many projects and so little time!
Here's a great Youtube video that shows the Huletts and the shunting locomotives in operation:

That's it. Trust Alan to build one. The only thing I see wrong is that big sucker is going to look peculiar all by itself.
I had no idea that anyone had ever made a model of one in any scale.
Thanks to both Mike and Alan.
Here's a more in depth video story of the unloaders, including the shunting locos.
That video is wild.
