I believe a 1 percent grade in HO has the same slope as a 1 percent grade in O (divide the rise by the run).  Buy the Woodland Scenic risers and put two side-by-side to get the width needed for O track.  That is what we did on my father-in-laws toy train layout with WS's 4 percent risers. (Actually the risers were 2 percent where we put one on top of another one to make 4 percent).

Old school.  It is difficult, on many layouts, to achieve grades less than 2%.   This approaches 4%.   Working with 12 ft of run, and about 7" of rise.   The grade continues through the curves. 

Deck bridge grade continues through most of this O54  1/2 curve.  There is only a few feet of the outside loop that are not involved in a grade, up or down.
