Inclined retaining wall newbie questions

Is there a correct way to install a retaining wall along a 4% grade? Would the top be cut on an angle or would it be horizontally stepped? Has it been done both ways?

Since I am doing this wall along a grade at which prototypical height would the support columns start? (i.e. the pieces that hide the seams)
