I am assuming the bridge will swing up so how about wood pier or pilings on the sides and a wood or 'concrete' dock with wood railing surrounding the inlet.
I use to live in Michigan use to go swimming off of a sea wall on the St. Clair river. point is on the sea wall was small ladders to get out of the water. they even had a diving board just a thought. swimming there was different the river has a 2.0 mph current now but back then it was something like 6 mph. you had to be a strong swimmer to get back to the ladder
