Insulator between heat sink & motor driver

Hi Lionel engine #610-11300001 736 Berkshire Locomotive Can anyone tell me if there is insulators between the heat sink j class #6101106020 and ACDR/ACmotor driver #691 PCB1021 I don't see any on Lionels parts illustrations. Thanks
