Issue with Legacy Base 2 and TPC 400

I am unable to get my legacy base 2 to talk to the TPC 400. I have followed the directions on wiring to the TPC 400 and for the legacy base 2. I am getting power to the TPC 400 as the TPC 400 blinks initially when I turn on the power master. I then set the TPC to program, then on my legacy controller I hit TR, select say 1, then hit Set. But the TPC never registers the command. I tried 2 different TPCs (a used one and a new one), tried getting a new cable to connect to the Legacy Base 2 base, and still the TPC 400 is not receiving/acknowledging a command from the Legacy Base. I am getting power from the legacy base to the TPC as when I put a meter on the Data and Comms terminals it registers 18v. Anyone have any recommendations? I have attached some videos showing what I am doing on the remote and the wiring. I have attached to one track to test out before I put it on my layout. Appreciate any advice!!!!
