I have purchased a used K 3686-4501CC with TMCC. But I can't find the run-program switch...it isn't in the hole marked for it. The smoke switch is in place. There is a switch on the tender that has on-off and says "reverse"??? Does anyone know where I can get parts breakdown drawings or lists for K-line products??

I hate to be the first one to say this but, it sounds like somebody may have been messing with it. I'm pretty sure the Kline factory installed things where they belonged. It is, probably necessary to open it to see what's going on, or send it back.

Are you SURE you actually got a TMCC locomotive? It's easy to pop the top and see what is actually in there. It sounds like you got a conventional locomotive.
If you set it on the track and power up with your TMCC/Legacy connected, does the sound start right away? If not, does the sound start if you power up with the TMCC/Legacy unplugged?
Many TMCC locos - K-line in particular, it seems - have the word "REVERSE" to indicate the reverse lock-out switch for conventional running - it is also the Program switch for TMCC.
My K-Line TMCC Berkshire has its Prog/Run switch clearly marked "REVERSE" and "on/off".
This is your P/R switch. I think "on" is Run - logical - but how wrong can you be?
I found the on-off switch on the tender that says "reverse" but it does not seem to have any effect on actions...I can get the engine to go back and forth in convention mode, smoke works, lights come on...but no TMCC capability.
I'll say again, I think you may have a conventional locomotive.
