Would someone explain that to me please? I appears the blue is over on the bottom, and under on the top.

 

I think the two tracks are straights,with a reversing loop on each end-and the tracks are independent. If that is correct, it is the over/under at each end that loses me.

Basically three parallel loop-to-loop circuits at different levels, a good scheme overall for the space. I can't see if the three circuits connect. One suggestion, some curves and staggered tunnel sections would avoid the appearance of mostly parallel tracks and add visual interest. One loop-to-loop circuit might be modified into a dogbone so two trains could cruise around the same circuit.

 

Something I would do for myself, instead of long single-end yard tracks, have a few long double-ended tracks so trains can pull right through. I would consider making a double-ended yard on the lowest level and in between the end loops. Maybe put an engine terminal or industrial tracks inside one of the end loops to make use of that large space.
