Well, personally I'd probably just use it. Some of their transformers have an odd triangular screwdriver to open them, if you decide to fix it, you may have to buy or grind yourself that tool. I didn't feel like pulling the feet off a PH135 to see if this one was one of the offenders.
I agree with John. I believe the switch and and pilot are an integrated assembly. The lamp being a neon one. It should be pretty easy to replace once the cover is off. It's probably a snap in variety so you'll have to take it out a measure the mounting hole and then go looking for it at Digikey or one of the other suppliers.
