I wonder if I am correct about the bell/coil assembly being a riveted on .. I'd need to fix the continuity issue first.  

Rotating the bell/coil assembly slightly improved connectivity enough that it should not be an issue.  I'll invest in a new rubber washer and two screws to replace missing base to mechanism ones.   

Hopefully the washer replacement will get it to turn.  

Anyone know how to secure the replacement rubber washer?

The postwar 3520-16 is generally available from your common sources (Olsesns, Smittys, Train Tender...)

Double stick tape should work to prove repair until better suggestion comes along.

Ordered a new rubber washer, adhesive ring and bulbs from TrainTender.  Everything worked out well except for the adhesive ring as it clumped up and was trash.  The double stick tape though worked great.

First attempt was partial success. Buzzed too much seemed to need lubrication.  Picked up some graphite like sheet says and put a little oil on the bell shaft.  The lights tend to flicker at each impulse but not much I can see be done on that.

Works much better still has more buzz than you might like but for a '50's toy but not too bad. I can see why they may have dropped it from their line do to less than steller performance... the buzzing detracts.  Its a nicely detailed item though.

Of course if you really like signal and willing to cannibalize it, you could remove the mechanism rewire and replace it with a solid state flasher and bell ringer sound boards.  No doubt SOMEBODY has an all in one board for sale on internet!

Heres a link from another thread to build  this using a n Arundio computer chip.  Good way to branch out and learn something new. Heck, even gives you the coding and the sound files!
