I bought this plug n play track. It does not have the 2 isolated track sections. Does anyone know if I need these and if so could I make them?

Nick, the 6-81313 is a fancy terminal track for Lionel's Plug n play equipment. It's only purpose is to deliver power to the track. Based on your description, I think you may be looking for the 6-12054 operating track used for many of the action cars and uncoupling.
