Lionel 784 Chuff Rate is Slow

Hello! I recently bought a Lionel 784 Hudson locomotive (the 1986 release). Everything works on it, including the whistle and sound of steam, but the chuff rate is very slow (Maybe 1 chuff for 2 wheel revolutions?). I've seen them chuffing more in videos I've watched, and I even saw someone state that you could move some sort of jumper in the counter circuit to get more chuffs. Is there any way I can make there be more chuffs per wheel revolution? Also, what exactly triggers the board to chuff?
