RTFM. They are on lionelsupport.com - just throw in the product number.
Generally, G is common/ground, M is motion, and L is light.
However, it looks like your base is missing the Fahenstock clips...

Won’t pull up on Lionel’s site and not in manual. I got it from a guy on eBay who said it was brand new.

I just checked the bottom of mine (82014 - the orange one (only plug and play version, I believe)).
The order of the wires as shown matches Red, White, Black from left to right as shown in your pic. There are no Fahnstock clips though.
Do you have the plug and play matching "pigtail" to hook it up to track or other activation, or are you trying to hook it directly to a Fastrack section with the matching connector?
Mine has solder ring tabs that are under the grey circular "washers" (not sure what else to call them) that seem to hold the 3 rods to the structure by friction. I can't tell from your pic if such tabs may be there or not, if they are, it could still be difficult to solder to them while everything is assembled.
Here's the manual on the Lionel support site. (do you have the control box/switch? The below is assuming you don't use it, but the manual covers lots of different hook up options if you do have it)
Based on Page 9, you want to hook Red to "hot" on the transformer, and then White (for motion) and/or Black (for light) to "common" on the transformer.
The biggest problem is what to do for the connections, since the rings don't seem to be there (or at the very least the wires are broken off from the lugs on the rings). I don't know if a fahnstock clip would fit over those plastic "washers" that are holding the structure together.
While not optimum, the easiest thing might be to solder each of the 3 wires to a very small alligator clip and just leave them under the base. You need to check the size of various clips to find ones that can stay clipped while under the base (no part in mind here, but I know I had some that can fit under here due to the base's slight elevation off the table). Not perfect, but easier than total disassembly, particularly with those plastic friction fit "washers".

OK, but how are you trying to hook it up?
Fastrack Plug n Play section? (which would cause you to need the pigtail that is there) or direct to a transformer/accessory post (in which case you could abandon the pigtail and wire it yourself to track/toggle switch/ etc.)?
Assuming you are comfortable with trying to get this up to working order (if you are not, you should return to the seller since/if all the wires were loose/broken), we are to the point where we need to know your intentions on how you want to hook it up.

Plug and play switch from there to the tower so just need to find out who sells those Fahnestocks and then take the screws out of the top insert the fahnestocks and then tighten then insert wires.
