I'm still trying to understand what they needed the fan control board for? I looked in the manual, and I don't see anything that suggests they do something special with the smoke units. The basic RCMC has two smoke unit connections and will drive two independent smoke units. I don't see why that board was needed?
When I did a Legacy upgrade on my Centipedes, I just used an RCMC that enabled both smoke units.
I’m pretty sure it should’ve ran the exhaust fans on top of the VL Centipedes. I’m trying to get that functionality back to a diecast ES44 that I’ve had to completely gut and install new boards into.

If you're looking to run a small DC motor for the exhaust fans, I suspect there's easier ways to get them running that is documented. If you wanted them to run when the locomotive is moving, I have a little board that will do that.

That’s really all I’m going for.
only thing on this board I bought during the part sale was the serial input. I found the Ser In pin but no idea where the serial ground would go. The GND on that plug was frame GND we all know that’d be bad.

Doesn't that board have nomenclature on the back of the board for the pins?
It looks like all the pins are labeled. Here's my take on the functions from the labels, I suspect you won't need both serial output ports.
so looking at serial data into pin 1 and DC common to pin 2?
no serial output is needed in this case
