Your missing that the RS board is toasted!

That one is a goner, you'll need a replacement for that board to restore the sound.  The two arrows indicate the damage, there's no repairing that one.

Thanks for the info. I am taking it to the train shop this week. Any idea how this happen? Just age of sitting?  And what did you say I am missing?

Did this happen while you were running it? Did you smell the burning out of those chips? Capacitors can deteriorate over time and possibly cause a short on some output...hard to say. My first thought was human intervention.

I understand that. Nope sound did not work right out of the box. The set has been sitting for several years I was told. Was supposed to be new when I bought it. Did not smell any smoke or anything when I set it up and started to run. 

Well, however it happened, that sound board is a goner, you'll need to either return it to the seller or get an allowance for a replacement board.  FWIW, that board is far too new for the caps to deteriorate unless they were defective in manufacture.
