Lionel Postwar Whistle Relay Chattering

I've noticed when I have around 15 VAC applied to the track from my Lionel CW80, and I press the whistle button on the transformer, the DC horn relay armature in my 2340 GG1 will start to chatter (Move up and down rapidly). However, if I lessen the AC voltage to around 10 ~ 12 VAC, the relay armature will pull in and not chatter. Any idea what could be causing this?
