Do not cut off the plug. Instead use an adapter to connect it to the track.
Yes, in this way you can feed the power from the PH-180 brick directly to the track. It has a very nice current monitoring system inside it and will cut power immediately if there's a short circuit so there's no need for anything fancier.
However there's still a challenge. No one seems to make a newer version of this kind of adapter, one that will support the new interlock in the latest bricks.
You might have to make one instead.
