I have an engine that creeps after shutdown. The crew member signs off and the lights go out, smoke goes off and the engine is stopped. If I turn the rheostat the engine will move as if it was never shut off. It creeps when I call up another engine. Is it the base unit that has a problem or something else?

No problem at all. You can do that with any Legacy or TMCC locomotive, and you can do it with MTH PS/2 as well. MTH PS/3 actually starts the sound up again if you start moving after shutdown.
Shutdown only applies to the sounds and lighting , to the best of my knowledge.
Your engine sounds like it is operating correctly in that regard.
If you don't want it to move, don't spin the big red knob.....
The movement when you command a different engine doesn't sound right though. Are you sure you have not accidentally clicked the knob a speed step or 2 before changing to the other engine? Rotate it a bit counterclockwise once you think it is shut down before you switch to another engine to make sure it's really stopped.

If you turn the rheostat before the other loco is fully addressed. This is normal operation. Once the loco is addressed it will move. The "shutdown sequence" in Legacy merely cuts the sound and lights. In the case of a TMCC locomotive it only cuts off the sound.
I'm not sure you understand my question. I don't want it to move at all. It should stop, sign off and allow me to run my other trains. It seems like the remote never gives it a signal to turn all the way off. It crept out on to my mainline from a siding track while I was running another engine on that mainline. Shouldn't it turn off altogether?

One thing of note. It's a common issue to have "Legacy Creep" when you stop, the red knob on the CAB2 is quite touchy and it's easy to get a click in after the shutdown before you switch to another engine, it happens to me occasionally.
Okay, I will try your suggestions. I have tried to move the rheostat counterclockwise but it still creeps a little. It's almost unnoticeable. The only way I new another engine was moving was because I had a sound reefer in the consist. I'll check again, thank you.

The O.P. didn't state the control system. I'm sure your well aware John, that a worn cab 1 will certainly creep with no detents.
I've had a cab 1 knob rotate merely by tipping the remote. Another cab 1 would lose its "zero point" and trains would rocket off at full throttle until I randomly rotated the knob to find it.
Larry, are you using TMCC ,Legacy, or the Cab1L?

Thanks Rick. I have Cab 2 which hasn't been used much. The rheostat is tight and will not rotate freely. I didn't know about "Legacy Creep". I will experiment a little more to make sure all is well.
Change direction then change back again before you switch to the next engine.

For the CAB2, I turned off Velocity Throttle option (never liked that anyway), and before switching away, I give the knob a backward spin to make sure it's stopped, and then switch away.

Pretty sure John is is referring to Velocity Throttle Direction Control. It's this annoying feature where if you spin the knob too much counterclockwise you can change the direction rather than just stopping it. (so when you try to start moving again, you may be going backwards) I dislike it greatly too, so I also always shut it off.
