So, million dollar question- there are indicators of power- the green LED, and the fan spinning?

Are either of those working or ON?

If both are off- then yes, possibly the internal glass fuse hidden in the internal wiring harness under heatshrink may be blown.

The fuse replacement is a pain from what I remember.  I had a few CW-80s,  there was a whole batch of them that were defective.  I think it was in 2012 Lionel took mine in for free replacement,  I had to cut the cord and send it in.  

I cant remember the years and serial numbers for know if yours is one of the bad CW-80s, but if yours is 20 years old it might be part of the defective batch.
