One (or more) of the Marx block signals had a train stop circuit built into it, similar to Lionel's 133 station. There's a resistor that ends up wired in series with the center rail when the light is red that cuts the voltage enough to stop the motor but not enough to cycle the reverse unit. When the signal goes back to green, the resistor is removed from the circuit and the train starts back up.

 

Unfortunately, I don't recall the item number. There was a guy at the Marx show and tell 2 years ago that had a layout to demonstrate this circuit. He even passed out a wiring diagram. A quick look in my train room didn't find the diagram though.
