I have a custom artwork inkjet printed on transparency sheet. Any ideas on how to attach the transparency to the billboard ? Thanks in advance !!

If you want it be permanent go to Hobby Lobby and get a bottle of Glass Bond. It dries to invisibility in under an hour.
BTW, that makes some marvelous window signs, too. Print them to size, add different fonts and colors and put them inside a thin sheet of clear plastic sheeting.
I'm thinking about making theater marquees that way with a translucent backing so the lights show through.
FYI: I printed my artwork on 3M inkjet transparency film and cut it to size using a photo trimmer. I did the trial fix and to my surprise the billboard and film have a natural static attraction. Wham-o, the artwork pulled right into the billboard. Problem solved, maybe. Hopefully this natural attraction will last.
The billboard LEDs are a problem since you can see them through the film. I could dim the sign but then you would see dim LEDs. It's possible I don't care. You can't see the LEDs if the viewing angle is perpendicular to the billboard. A majority of time, that is the case. Another solution maybe to use "clear" spray adhesive. The 3M repositionable adhesive I have (#75) is suppose to dry "clear". It's translucent, more like a slight milky film, maybe just enough to tone down the LEDs ?
