Menards Piggly Wiggly sign not chasing or flashing. Thoughts?

Poor Piggly Wiggly!

Brand new, right out of the box! I have tried a 4.5 V DC 2.0 amp wall wart and can not get the letters to chase or have the sign flash. I want to use the wall plug, so no suggestion on buck converters, etc., please.

Is there a switch somewhere or am I missing something? Or is mine defective?
