I just picked up the power supply & tested the voltage. It 9.7vdc with no load, must not be a regulated power supply. Do you think this is a problem.

Does it have any sort of rating or spec listed on the outside of the power supply?
Regarding regulated vs. non-regulated, it really depends on what you want to power with it.
If you use it to power a building with a Miller Engineering sign, you
have a problem
Menard's has posted here about some of their items. Maybe they will address your question and the power supply? I would bet they do if they see this thread, as they seemed genuinely concerned about product quality so they can produce good products to offer to all of us O gauge railroaders.
I purchased it to power the new feed store. There is nothing that shows regulated or not regulated.

Menards does not list the power requirements for their buildings. If the
building has only LED lights, their unregulated power supply will be OK.
If the building has a Miller Engineering flashing sign, that unregulated PS
should not be used.
