Hi Jeff, Dave Frary has a You Tube video titled 'Building Water On The

Seaport Model Works Display'. On the video he states it takes

ten coats of Mod Poge to finish the water. He also seals the

finished water with a furniture acrylic varnish. the video also

gives quite a few tips on applying the Mod Podge. If I could

figure out how to embed the video i would, my apologies.I'm

getting ready to take on my first water project, post some pictures

of your project. Good luck, Mike

The last time I used it - quite some time ago and for a water feature that is no longer on the layout, I lost track.  I put over a dozen on it and then made it a habit to just do another coat when I thought about it, for several weeks.  I'd estimate 25 coats?  It looked great, by the way.  I use another method now but not for any dis-satsifaction with it.  It was great looking water.

I love ModPodge.  The reason you need so many coats is because that is where the look of depth comes from.  An alternative is to apply the ModPodge onto plate glass, after first painting the underside of the glass.  That way, the depth comes from the glass and a single coat or two of ModPodge suffices to produce the surface waves:
