Modeling dried pine needles

I'm looking for ideas on modeling ground cover for a Western pine forest. The forest floor tends to be light-colored dry dirt with a lot of dried pine needles, plus small twigs and pine cones. The commercial "forest floor" blends I've seen don't look like that at all.

i might try some light-colored static grass laid flat, but if anyone has modeled something similar I'd like to hear about it.
