I'm building a test stand for my work bench so that I can work on my engines and operating cars.  Please see attached photo. 

My plan is to use a CW-80 to power the test track.  What I would like to do is disconnect the orange throttle inside the transformer housing and instead mount a linear potentiometer on the front of the panel to control voltage going to the track.    Is there a potentiometer that I could replace the throttle in kind?

Do a web search for "CW-80 schematic" and you'll see the large throttle handle is attached to a potentiometer.

So I suppose you could simply remove the existing potentiometer and extend its wires to mount it to your front panel.  Or if the size or whatever is not suitable you could replace the existing potentiometer with a different style of the same Ohm value.
