I used screen wire to make initial frame and stapled to base and portals and then brown paper to prevent glue from dripping through. Dry felt laid out so as to cut to size. I made up some hide glue in an old crock pot from good will and heated and dipped/soaked the felt (wring out before applying felt to mountain) and then laid on screen and stapled in place. I used a brush to apply more glue as needed and then you have to let it cure. It will dry to a hard shell over days. I then used casein based paint to decorate mountain as Lionel would have done. Over time there will be some shrinkage of the felt, but this is seen in all old Lionel displays as well.
