I have an old PS2.0 5 volt Railking E33 electric that went dead I believe about 7 years ago. It used to run great until one time I fired it up conventionally and nothing happened, no lights, or sound. All I got was low pitch buzzing noise that I hear on every engine. I opened it up and don't see any visible damage. Could this just be the case of a dead battery?

The battery could be the culprit--replacing it with a fresh alkaline battery is the most reliable means of testing for this possibility. If it comes back to life, replacement with a NiCD rated at 8.4 volts (there are some 7.2 volt variants in the same 9v form-factor that won't work) is the recommended solution--toss or repurpose (someplace that is not in a locomotive) the original white battery even if it does seem to take and/or hold a charge.
There are those who work on these electronics that say most, if not all of the 5-volt boards are destined to croak in a manner that necessitates replacement, as the failed component/s responsible are either not available, or un-reachable due to the way the board set is constructed. I'm sure some of our electronics experts will weigh in on your situation soon enough though.

UPDATE: I tried a 9 volt battery, but no avail. Any ideas? I'm assuming the board is dead
It's likely the boards, 5V boards do have a habit of failing in the closet. It's remotely possible it could be rescued, but typically it's a replacement. I'd have someone look at it that does board repairs BEFORE you power it up again. There's an off chance that it's a part you can reach, but I rate that at about 5%.
