I've got some Railking units I've pull out of storage for the first time in a decade or so to run on my Christmas layout.  I have 3 Railking units that are horn/whistle only.  Two of the three are quite loud, and just how I remember them.  My SW9, however, is quiet and tinny.  It's slightly louder when in neutral than when it's running.  I took it apart and inspected the speaker, which looked fine.  I didn't see any volume control on any of these horn/whistle only units.  I rarely ran my SW9 in the past, so I don't know if it's always been like that, but it sure seems like it was just as loud as the others at one time.

I did inspect the capacitors, but non looked compromised from the outside.  I know there were a number of issues with capacitors used in all kinds of electronics from the early 00's, and I guess it's possible one or more has had an internal failure.  However, other than volume, the engine runs fine and DCRU work just fine as well.

Any other ideas on what it could be?

My steam engine had a silver volume control under the tender .  I believe the diesels had the volume control under under one of the trucks .  you may have to move the truck around to see it .

These engines are great engines .  Simple & easy to operate !     The loco sound engines are great as well !

Thanks for the suggestion, but I've had the shell off of two of them, and there don't seem to be any volume pots anywhere.  The location the instructions show for volume pots on the bottom of the engines seem to only apply for ProtoSound units.

If it helps, the unit I have is 30-2169-0 from 1999

Other sets I have with horn/whistle are

I just went downstairs to find out my whistle tender does not have a  external pot .   My ps-1 tender does have one .  Sorry for the wrong advice .  Both engines were Hudsons.

Like you ,I have not had the whistle only engine out since 2001, Hiding until yesterday .

I just noticed you & I have the same NYC Hudson set !   This set is what got me back into O gauge in 1997 !

The Ps-1 units had issues .

EDIT:  I checked inside the hudson tender .  there is room to put a pot inside if you do not want to drill the tender base.

I do not know how much room in the Diesels .
