Motor can go bad, but do either move they are separate? If not I might suspect a wire harness or board issue. G

Is there a switch to turn them off under the loco? Is the battery fully charged? A Factory reset won't take on a dead battery. 6 screws and the shell can come off and you will see the harness. If it worked before you stored it and doesn't function now, I would look at the simple things first. G

Are you certain that the pans aren't pushed down into the locked position?
Try lifting them manually a bit. If they don't move at all, firmly but gently snap them out of the locked position.
The pans are not locked down, I've removed them so I can see the tabs that move inside the body of the engine. Nothing's moving in there.
There is a panto track switch under the engine, but it contorts pickup from overhead catenary.
I'm wondering if a dead battery is making the factory reset not take?
I'll see of I can charge it up a bit.

If this is a PS-2 5V board with the 8.4V battery, I would go with a new one if it has sat for a few years. I could not remember but I thought there was also an on and off function for the pantograph besides the power or pickup switch. G

Trace wires to the 2 aux board that drive the pants. Make sure all wires connected no loose 10 pin connector. Unplug motors and try to run with 9V battery short burst. Look at the 2 aux boards for damage. At this point, it becomes swapping boards to determine what is wrong. G
