if just using bricks (run dcs command mode only) do u have to phase? and how? if this is a silly question i apologize

They "should" be in phase, but there have been incidents of the bricks being wired incorrectly, so you should check it.
Here's a Lionel clip on the process, but since you're using bricks, you'd want two 18V bulbs in series to give yourself a 36V bulb.

GRG is right, it's always a good practice to have all transformers in phase. That said, it depends on how one wires their layout.
I could run my layout just fine without phasing as I have no multi powered blocks and one power supply per loop of track, in this case, not phasing is ok.
However, if you need to swap, or add more track later, it best to have them all in phase so you don't have to mess with it in the future.
